Should blusher be applied to the hollows of your cheeks?

No. Blusher is to give your face a healthy colour, not definition. It should always look natural. To make sure your blusher is applied correctly and in the right area, smile and brush onto the apples of your cheeks, brushing backwards toward your hair line (not into it!) and then blend it downwards.
